Will the GDPR really affect companies based outside of the EU?

We know that the General Data Protection Regulation has an extraterritorial effect, meaning that it will apply to companies based outside of the EU if they hold the data of any EU citizen. But do the foreign companies know that?

It seems that companies within the UK, and most likely across Europe, are not finding it easy or simple to meet the GDPR requirements. Particularly as there is no ‘one solution fits all’ product that will ensure companies are compliant. How are companies outside the EU expected to be aware of their obligations and what are their options for support? What about small companies that don’t have access to huge legal or compliance teams? When (and how) will the regulators get around to tackling non-compliant companies that are based outside of the EU?
